VAMP-seq workflow

We should use this combination of CountESS ini file and notebook from @dlholmes2117 as the definitive VAMP-seq workflow: https://github.com/FowlerLab/TSC2_analysis

We'll want to ship a simpler version that only has one library/region, but all the functionality in this analysis should be possible within the pipeline.
