Describe the bug
At the moment, the capacity of candidate assets is not recalculated after a tranche assessment (and an asset being chosen). Instead, in the following tranche, capacities from the prior tranche are assessed again, even though they may represent way too much capacity for the remaining demand.
To Reproduce
See attached model. 3.643505642788392GW of WNDFRM is chosen in "round" 2 in 2021. The model only needs a fraction of that.
Expected behavior
Revise the candidate capacity after each "round" such that it is sufficient to serve the peak of the remaining demand.
Note that I was mulling removing the tranche-by-tranche behaviour in #1199. But before jumping to conclusions there, I think worth solving this if not too challenging (and I assume it's not), because at the moment this behaviour is hampering ability to see what's going on.
