Hi L1C - Update ancillary calibration files

Algorithm Description:

Paul has delivered an updated algorithm document that has new values for 3 Hi ancillary files. This ticket is for updating the values in those files and uploading the files to production.

Uploading to production will trigger reprocessing. I need to make sure that any goodtimes and background tickets are completed, merged and deployed to Prod before uploading these ancillary files.
I also need to think about the order to reduce unnecessary reprocessing.
