ui - FPS drop on mouse movement

On a CPU like a Pentium II 233MHz, the game drops to 1fps when you navigate some menus with a mouse. There is no large drop when using the keyboard

EDIT: actually you don't need an older computer to feel this, affects modern PCs too!
