Make so all changes from UDL gets posted to Discord to show transparency.

• Risk Level: 1

4. Implementation Plan

• Create new channel on discord
• Create new webhook connected to that discord channel
• Add it to repositories which shall have the webhooks

5. Verification Plan

• Check discord messages from Github

6. Rollback Plan

• Delete webhook
