Modernize dependencies

A lot of the dependencies in this repo are pretty outdated. creating this meta task to track individual prs and create a bit of an upgrade roadmap.

Task List:

• PNPM to v10 (Chore: Upgrade PNPM + Github Actions #299)
• GHA actions to latest versions (Chore: Upgrade PNPM + Github Actions #299)
• Quality: Fix typescript checks that are currently failing in CI
• Quality: Fix eslint checks that are failing in CI
• Quality: Fix tests that are failing in CI
• Quality: Fix docs that are failing in CI
• Add a specific node version to develop with (use nvmrc file)
• Replace eslint-docgen with https://github.com/eslint-community/eslint-doc-generator
• Upgrade panda-css to 1.0.0+
