Spaces with file:/// urls can be created but don't re-open

Repro steps:

1. Open a space
2. Open a local PDF file in a new tab
3. Close the space
4. Try to reopen it

Developer tools shows

Error processing message: Error: Cannot navigate to a file URL without local file access.

• remove that tab upon trying to re-open the space
• turn a file: URL into a data: URL with a link to the original local file?
