Welcome and Starting Areas #10

Add content to the welcome and start project areas to help users
the welcome page should describe the steps someone should take to start, compile, and upload a project. along with some quick settings (like toggling dark mode) and links to the discord and such.
the start project page is just a placeholder if someone closes all the tabs, it should just indicate for them to open a file to start editing. the .ino file is opened by default when someone starts a project, so it's unlikely someone will see this page.
Might be a good idea to create a help/about area as well that the user can use as a resource.
