Look into thumbnailer again

Previously I worked on an OS-level thumbnailer for `.sigmf` files.

I have a working version that runs with `sigmf_thumbnail` but it adds `PIL` for image handling and I use `matplotlib` for colormaps. I think if we wanted to actually merge it into this repo we should only add `PIL` since it's a lighter dependency.
