update larch pin to 6.0.46 and all dependabot changes

This pull request updates the development dependencies in pyproject.toml. The most significant change is an upgrade to the larch package version.

Dependency updates:

• Upgraded the larch package from version 6.0.42 to 6.0.46 in the dev dependency list in pyproject.toml.
• Upgrade all the things dependabot warned on in the uv lock file.
