This PR adds support to train OSS code search models with RL using Apptainer sandbox and leverages the CodeScout RL recipe from this research paper. I have trained models with and without apptainer and the downstream reward curves look similar (blue is with apptainer, red is with local runtime: this RL run trains CodeScout-1.7B).
