Large changes to how settings are rolled

Goal conditions are now rolled independently

Enemysanity is now thrown into the mix of sanities that can be turned on

Capsulesanity and Enemysanity are now enabled in mutually exclusive groups, with lower check count characters paired together and a small chance all for a setting can roll. Never adds ring capsules.

Level clear conditions are now rolled individually with only Sonic available to roll A ranks by default.

If the starting character rolls a specific character instead of random, all of their Capsulesanity and Enemysanity checks will be turned on regardless of what those settings rolled. Big also gets an override for Fishsanity.

Emblems are forced local if either Enemy or Capsulesanity rolls all, and the gating is set to key items to not force map progression to be local

Overall this vastly increases the variety of game sizes that can roll
