Scrolling up "increases" the profile (Power Saver -> Balanced -> Performance). Supports touchpad.

This PR allows scrolling on the battery widget in the bar to change the current power profile, if available. Scrolling up "increases" the profile (Power Saver -> Balanced -> (if available) Performance), scrolling down "decreases" it. Supports touchpad the same way as the other widgets do, accumulating the delta and comparing to a threshold.
