Move logging, datarithms, and geoip into this git tree.

These projects can be archived:

• logging
• datarithms
• geoip

The status-quo was a product of my inexperience with writing large go projects. I think it makes a lot more sense to keep these projects a core part of Mirror.

This PR corrects Mirror's name in the go.mod from github.com/COSI_Lab/Mirror to github.com/COSI-Lab/Mirror.

Finally I ran go mod tidy. This is why the go.sum has been touched.

I know the 1000 lines of changes look large. But they are only copies of files that are already running on Mirror. Changes of substance:
