Skip stale hasOutstandingChildRequest on empty trip rooms

Explanation of Change

In getReasonAndReportActionThatRequiresAttention, the hasOutstandingChildRequest flag alone was enough to trigger a GBR indicator. For old trip rooms where transactions were previously settled or removed, this flag remains true on the server despite transactionCount: 0 and total: 0. This change guards the condition so that trip rooms with zero transactions treat the flag as stale and skip the GBR.

Tests

2. Verify the trip room no longer shows a GBR indicator in the LHN
3. Verify trip rooms that have actual transactions still show the GBR correctly
4. Verify non-trip-room reports with hasOutstandingChildRequest: true still show the GBR as before

N/A - this is a display logic change that reads existing Onyx data. No network requests are involved.

QA Steps

1. Log in as a user who has an old trip room with no transactions but a stale GBR indicator
2. Verify the trip room no longer shows a GBR indicator in the LHN
3. Verify other reports with outstanding child requests still show GBR correctly

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
