Updates this repository’s GitHub Actions workflows to use the latest MiraGeoscience/CI-tools reusable workflows and refreshes the JIRA PR automation trigger behavior.

- Bump multiple reusable workflow references from
@v2to@v3(security scan, python analysis, python deploy). - Update the PR JIRA workflow to use the consolidated
reusable-jira-pr_actions.yml@v3and expand PR event triggers. - Keep Zizmor “annotate” vs “advanced security” behavior split by event type, while moving both to
@v3.
