fix: eslint config fixes after repo reorg

Noticed we weren't getting the usual warnings from eslint. I've updated to the config to point to the new file location. I also went through and fixed all the warnings because they were trivial.

I tried updating us to eslint 9.34 https://eslint.org/blog/2025/08/multithread-linting/ but it just turned out to be too complicated for my time box, we can have a look at updating all of those dependencies later
