**Which issue(s) this PR fixes**: Fixes # **What this PR does / why we need it**: The `.deepsource.toml` file was introduced in #3286, but the DeepSource dashboard link https://deepsource.io/gh/fluent/fluentd/ currently returns a 404 Not Found error.
