Cirq Manual Testing

• Added Cirq to the list of manually tested languages in the manual test notebook.
• Updated notebook to handle failures more gracefully.
• Updated notebook to ignore environment variables for azure connection. These were causing connection issues.
• Fixed a bugs in the Quantinuum output translation layer:
• The key translation was meant to strip a prefix "m_" off the keys, but was actually erasing the whole key string.
• Result [0, 0, 0] was getting converted into '0' instead of '000'.
