Tell PAUSE not to index the inner HTML::Template::* packages

Hi Michael,

This PR follows up from my email about a permissions conflict: it tells PAUSE not to index the inner packages.

Also updated dist.ini so that a META.json file will be included in releases.

Hi, any chance you can merge this and do a release to CPAN?

If you're not maintaining it now, would you be happy for me to get co-maint so I can do a release?

Sorry I haven't gotten back to you. And yes I'm no longer maintaining it,so
if you would like co-maint that would be fine with me.
