Add readonly mode with forced re-login on disable via CLI#3

Readonly mode filters out write tools from both CLI and TUI. Disabling readonly through the CLI invalidates auth tokens, forcing a browser-based re-login that an AI agent can't complete on its own. The TUI settings toggle is unaffected.
