Update Zig version to latest master in devcontainer

Updated ZIG_VERSION in .devcontainer/Dockerfile from 0.16.0-dev.2877+627f03af9 to 0.16.0-dev.2984+cb7d2b056. This version matches the latest master version available at https://ziglang.org/download/index.json. All Go and Rust tests were run and passed successfully.
