This PR adds a "Papers" page to the About section as requested in #416. It includes all four core SunPy library papers (2015, 2020 JOSS, 2020 ApJ, and 2023 FrASS) and the official NDCube papers. I have verified the page layout and navigation locally with a successful Sphinx build. Fixes #416
